China Railway Corporation Internally Reports 4 Road Accidents in the First Quarter

Recently, the China Railway Corporation issued an internal notice titled "Personal Injury Incidents in the First Quarter of 2014." According to the report, there were four road accidents during the first quarter of 2014 that resulted in the deaths of four individuals. The document provided detailed information about each incident, including the time, location, sequence of events, causes, and preliminary findings from the investigations.

The incidents occurred across three railway bureaus: Zhengzhou, Taiyuan, and Chengdu. On January 4th at 3:00 PM, a signal worker at the Nanyangzhai Signal Section under the Zhengzhou Railway Administration violated safety regulations by entering the restricted area, and was struck by the T236 passenger train, leading to his death on the spot. On January 6th, a locomotive dispatcher at the Jingtang Port workshop of the Hudong Locomotive Depot under the Taiyuan Railway Bureau fell off a moving train while it was in motion, resulting in fatal injuries. On March 13th at 1:32 AM, a laborer from the mountain line area was resting on the right side of the track at K258+490 on the Yuhuai Railway Line when the K585 passenger train collided with him, causing immediate death. Lastly, on March 19th at 2:54 PM, a signal worker at the Chengdu North Workshop's Northern Signal Area was hit by the CX614 freight train while walking along the centerline of the track at K331+377, also dying on the scene.

According to the notice, the root causes of these accidents included unauthorized scheduling of work windows, opening doors during train operations without authorization, and simplifying procedures without proper coordination with neighboring trains. All of these incidents were attributed to individual negligence, with management responsibilities also being highlighted as a contributing factor.
