Gao Yunhu revealed to the China Securities Journal reporter that the “12th Five-Year Development Plan for New Materials Industry” was launched in September. Gao Yunhu said that during the “Twelfth Five-Year Plan” period, ten key projects will be organized, including special projects for high-strength light-alloy materials, special projects for high-performance steel materials, and special projects for rare earth and rare metal functional materials. In addition, special funds for strategic emerging industries have been clearly established.

The "Plan" clearly stipulates that a stable financial input mechanism will be established, and support will be strengthened to focus on supporting the development and promotion of new material products with huge market potential and significant demonstration significance. At the same time, improve the key import and export projects of the new materials industry and the import tax incentives related to the demonstration projects.   .

During the "Twelfth Five-Year Plan" period, China will build 10 new leading enterprises of new materials with sales income of more than 15 billion yuan; cultivate 20 new professional materials enterprises with sales revenue of more than 5 billion yuan; and build a number of annual output value of more than 30 billion yuan. New material industry bases and industrial clusters.

At present, the new materials industry faces problems such as weak self-development capability and weak innovation of large enterprises. In this regard, Gao Yunhu said that by 2015, the investment in R&D of new materials industry will increase significantly. The R&D investment of key new materials enterprises will account for 5% of sales revenue, and a number of new material engineering technology public service platforms will be built.

In 2010, China's new material industry scale exceeded 650 billion yuan, compared with 2005, the average annual growth rate is close to 20%. Among them, rare earth functional materials, advanced energy storage materials, fluorine materials, silicones, superhard materials, special stainless steel, glass fiber and composite materials are among the highest in the world.
