In 2024, the Dianchi County Industrial Agglomeration Zone has remained focused on the "Four-One-One-High" strategy and the goal of building a "50-Billion-Yuan Aluminum and Alumina Refined and Deep-Processing Industry Cluster." The district has carefully planned its industrial layout, accelerated project development, and continuously improved supporting infrastructure. As a result, the industrial agglomeration is showing strong growth. By the end of May, the added value of the industrial agglomeration reached 2.19 billion yuan, up by 20.4% compared to the previous year. Fixed asset investment totaled 4.58 billion yuan, rising by 27.6% year-on-year, while tax revenue hit 287 million yuan, an increase of 18.1%. Over 18,000 employees are now working in large-scale industrial enterprises within the zone.
Aligned with the "Three-in-One" development concept and the idea of interaction between urban and rural areas, the county has completed the spatial development plan, control detailed plan, and alumina industry development plan for the industrial agglomeration area. These plans provide scientific guidance for future industrial development and infrastructure construction. To support traditional leading industries, the county invited a professor from Central South University to design 20 projects tailored for 23 types of special aluminas suitable for local production. This initiative aims to attract investment and foster the development of a 500-billion-yuan aluminum and alumina deep-processing industry cluster.
By analyzing the dominant industry chain map, the focus has been placed on extending and supplementing key links in the aluminum industry, home appliance manufacturing, and new materials sectors. This approach helps attract investment and drive structural transformation—from traditional to innovative, and from single to diversified economic models. It also supports a shift from extensive to intensive development.
To promote high-end traditional industries and scale up high-tech sectors, the county has pushed forward with major projects such as Huaneng Thermal Power, the 50,000-ton pseudo-boehmite plant, and Oriental Hope’s 300,000-ton alumina project. Other initiatives include technical upgrades for 10 tons of high-purity germanium, two 300,000-kilowatt low-quality coal power plants, and Dongxu Group’s 200-megawatt photovoltaic power station. In the home appliance sector, the second phase of Dr. Electrical and Hongsheng Electric is progressing, aiming to produce one million refrigerators, one million washing machines, 200,000 freezers, and 200,000 commercial display cabinets by year-end. Meanwhile, projects like 100,000 tons of foundry sand and Kangyao Electronics are expanding the scale of the new materials industry.
To enhance the capacity of industrial clusters, the county has allocated 400 million yuan for 18 infrastructure projects focusing on water, electricity, and roads. The full completion of Jingshi Road will create a large loop, improving connectivity and offering a better environment for enterprise growth. To accelerate urban-rural integration, the county plans to develop 400 acres of Yangshao Community, 221 acres of Yongquan and Yiyang Communities near the industrial zone and city center. These efforts aim to relocate residents and promote the transfer of rural populations to towns.
Additionally, the county is accelerating the development of supporting services such as Yangsao Senior High School, Quzhou Middle School, Chinese Medicine Hospital, and Wanyang International Trade City. These initiatives aim to improve both the quality of life and the living standards of the local population.
