The China Industrial Competitiveness Seminar, co-sponsored by the China Industrial Competitiveness Research Group of the Institute of Industrial Economics of the Chinese Academy of Social Sciences and the Social Science Literature Publishing House, was held in Beijing. The conference released the "Industry Blue Book: China Industrial Competitiveness Report (2016) No. 6". The Blue Book is written by the China Industrial Competitiveness Research Group of the Institute of Industrial Economics of the Chinese Academy of Social Sciences. It focuses on the relationship between China and the trade and complementarity of countries along the Belt and Road, and China's strategy of promoting the “Belt and Road†strategy. In the process, the possibility of cooperation with the United States, the EU-15 and Japan and the challenges that may be faced.
The potential of “One Belt, One Road†is analyzed. By analyzing the trade competition and complementary relationship between China and the 62 countries along the “Belt and Roadâ€, the Blue Book believes that China is improving its trade integration with countries along the “Belt and Road†and upgrading through capacity cooperation. In terms of the level of trade cooperation and quality, the two sides are promising. In the process of promoting the “Belt and Road Initiativeâ€, China can strengthen cooperation with the United States and the EU-15, and jointly resolve the challenges brought about by competition with Japan to achieve mutual benefit and win-win results.
The Blue Book pointed out that after the outbreak of the international financial crisis, the global economic growth recovery was weak, and the growth of international trade was more sluggish than the global economic growth. The development of new momentum for foreign trade development has become an important measure for China to stabilize exports and stabilize growth.
Since 2016, under the background of the continued sluggish demand in the international market and the global trade in the past 30 years, China's foreign trade development continues to bear unprecedented pressure.
Experts pointed out that the “One Belt, One Road†initiative, as a new open strategy that unites China's wisdom, adapts to the global economic development trend and changes in China's domestic situation, has great potential to promote new foreign trade growth, and it is bound to increase China's foreign trade growth and economic growth. The cultivation of new kinetic energy has a major impact.
The Blue Book pointed out that in the process of implementing the “One Belt, One Road†strategy, China has a great space to carry out third-party cooperation and promote third-party cooperation and win-win. When it promotes third-party cooperation and win-win, it also faces some challenges.
The implementation of the “Belt and Road†strategy will have an impact on the global trade pattern, and changes in the global trade pattern will inevitably have an impact on the industrial competitiveness of each country.
Four Co-ordinators Help Cooperation and Win-Win <br> The Blue Book points out that China's trade integration with countries along the Belt and Road Initiative is still not strong. China should strengthen trade links with countries along the Belt and Road and expand trade. However, strengthening trade links and expanding trade scale are not based on the existing "cake", taking market share of other countries or regions, and increasing China's exports by doing other regional subtraction methods. As far as the 62 countries along the “Belt and Road†involved in the Blue Book are concerned, the proportion of their imports is limited in the total amount of global trade. The method of re-dividing the “cake†is not effective even if it succeeds. Only by striving to make the "cake" bigger, the role of the "One Belt, One Road" strategy in the cultivation of new kinetic energy for foreign trade development can last forever. The spirit of cooperation and win-win that the "One Belt, One Road" strategy advocates can be truly implemented.
Experts at the meeting suggested that the “Belt and Road Initiative†should be promoted and the following four strategies should be achieved:
The first is to coordinate the construction of "hard power" and "soft power" and adhere to the "hard power" and "soft power". Only by building "soft power", let the countries and people involved in the "Belt and Road" jointly realize that the "One Belt, One Road" strategy is a strategy of cooperation and win-win, and the implementation of the "One Belt, One Road" strategy will be more effective.
The second is to co-ordinate the construction of longboards and shortboards, and to continue to play the traditional advantages and cultivate new advantages. China has an advantage in the middle and low-end industries. For this advantage, we should promote the “Belt and Road†by further improving the way.
It plays a role in infrastructure construction and industrial upgrading along the route. However, China's cooperation with countries along the “Belt and Road†cannot be limited to low-end and mid-end industries, nor can it stay at the current level and scale. Instead, it must create synergies between the two sides and create synergies through mutual cooperation. And to cultivate new advantages, we must vigorously promote the development of high-end industries, fill in their shortcomings, open up new trade cooperation growth points, and improve the level and quality of trade.
The third is to coordinate the division of labor between industries and the division of labor in the industry chain, and adhere to the combination of inter-industry trade and intra-industry trade. With the development of global division of labor within the industry, the general trend of global international trade is that the scale of intra-industry trade is increasing. The trade between China and the countries along the “Belt and Road†is currently dominated by inter-industry trade. The division of labor between the two industries is still underdeveloped, and intra-industry trade does not occupy a very important position. In the implementation of the “One Belt, One Road†strategy, China should actively promote the division of labor in the industry chain and deepen the trade and cooperation between the two sides through the division of labor in the industrial chain.
The fourth is to co-ordinate both domestic and foreign advantages, and to play both "self-advantage" and "third-party advantage". In implementing the “One Belt, One Road†strategy, China must give full play to its own advantages. At the same time, it must also implement an open innovation strategy, make full use of international advantages, and introduce third parties to participate in the economic construction along the “Belt and Road†to jointly cultivate new ones.
