“Before, business staff could just register at the security desk and enter directly. But with the new system, they need to apply for a card,†the staff member explained. The process requires submitting a copy of the company's business license, official seal, the ID of the employee, and paying a fee of 300 yuan deposit plus 10 yuan for the card.
The notice, dated August 13, was issued by Dongguan City Fashion Property Management Co., Ltd. It stated that after payment, a receipt would be issued. The deposit would be refunded upon returning the card and presenting the receipt. However, the 10-yuan fee would not be returned. Cards were processed immediately and could be used right away.
The staff mentioned that the new regulation had just started, so no business units had applied yet. They also noted that the access card needs to be renewed every three months to prevent misuse, but renewal itself is free. “The 300-yuan deposit is meant to encourage businesses to manage their cards properly.â€
Another staff member clarified that it wasn’t mandatory to get the card yet. A transitional period was in place, and people could still register at the security desk. However, starting August 20, those without the card would no longer be allowed entry.
The reporter then contacted the property management office of Jinsheng Mansion, but the person on the phone said the leader was unavailable and didn’t know the details.
Finally, the reporter called 12358, the consumer complaint hotline, and was told that the issue had been forwarded to the relevant department for further review.
