To strengthen the implementation of corporate responsibility for production safety, Zaoyang City in Hubei Province has taken significant steps to establish a system based on honest and responsible safety practices. Recently, the Office of the Safety Committee issued a circular titled "Implementation of the Two-way Commitment for Corporate Production Safety," which calls for high-risk industries and large-scale enterprises to participate in the "supervision of corporate legal persons." This initiative focuses on the "two-way commitment" process, where both the company and the supervisory department make promises regarding safety protocols.

The notice outlines that by the end of 2014, companies in Zaoyang should develop a trustworthy model of safety management that ensures employee well-being and fully complies with national safety laws and regulations. All necessary responsibilities, including implementing safety standards, meeting industry requirements, and assuming legal accountability, must be strictly followed. The goal is to enhance the internal safety level of enterprises and effectively prevent and reduce the occurrence of production-related accidents.

The campaign follows the principle of "management-based, department-led, and practical-focused." Industry authorities are responsible for overseeing companies within their sector, while towns or districts handle larger enterprises without a specific regulatory body. The activity is divided into three phases: first, from April 15 to May 31, conducting investigations and drafting safety commitments; second, from June 1 to June 30, signing the commitment letters; and third, from July 1 to December 31, monitoring and enforcing these commitments.
