Recently, the Office of the Safety Committee issued a notice titled "Implementation of the Two-Way Commitment for Corporate Production Safety," which requires high-risk enterprises and large-scale companies to participate in the "supervision of corporate legal persons." The initiative focuses on the "two-way commitment" process, where both the company and the regulatory department make public promises regarding safety protocols.
The notice outlines that by the end of 2014, all companies in Zaoyang should establish a model of trust and accountability in their safety practices. This includes fully complying with national safety laws and regulations, fulfilling all required duties, meeting industry standards, and assuming legal responsibilities. The goal is to enhance the internal safety level of enterprises and effectively prevent and reduce various types of production accidents.
The campaign follows the principle of "management-based, department-led, and practical-focused." Industry authorities are responsible for enterprises within their sector, while townships or districts handle larger enterprises without specific industry oversight. The activity is divided into three stages: first, from April 15 to May 31, conducting investigations and drafting safety commitments; second, from June 1 to June 30, signing the commitment letters; and third, from July 1 to December 31, supervising the implementation of these commitments.
