ASTM F1506 is a standard that outlines performance requirements for flame-resistant textile materials used in clothing worn by electric utility workers. These materials are designed to protect against brief exposure to arc flashes and other thermal hazards. The standard includes key testing criteria such as vertical flame resistance, particularly after water washing, and arc rating. It ensures that the fabric does not ignite or continue burning, and instead self-extinguishes. Flame resistance is tested using the FTM 5903.1 vertical burn test, which measures the maximum char length after 2 seconds of flame exposure (typically around 15 cm). Arc ratings are determined through the ASTM F1959 test, using either the ATPV (Arc Thermal Performance Value) or EBT (Energy Breakopen Threshold) value.

ASTM F1891 sets specifications for flame-retardant rain jackets, specifically for waterproof materials used in protective outerwear. This standard allows for the use of flame-retardant coatings or laminated fabrics. Its flame resistance is evaluated using the ASTM D-6413 vertical burn test, while the ATPV value must also be recorded. Additionally, the arc rating is determined by conducting the ASTM F1959 test five times and recording the lowest EBT value. To better accommodate coated fabrics, the standard is currently being updated to include more relevant flammability testing methods.

NFPA 70E is a critical standard that provides electrical safety requirements for workers who may come into contact with live equipment. Published by the National Fire Protection Association, the 2004 version of this standard covers comprehensive safety regulations across various industries. It recommends that all personnel exposed to arc flashes wear personal protective equipment that meets the performance standards of ASTM F1506, ASTM F1891, and ASTM F2178. The latest revision emphasizes the need for employers to conduct an arc hazard analysis to determine safe working limits. The standard aims to protect employees within these defined arc safety boundaries, requiring them to wear clothing with ATPV values appropriate for their risk level.

The ATPV value is measured in cal/cm² and represents the thermal protection provided by arc-rated clothing. It reflects the maximum energy level a material can withstand before causing a second-degree burn. NFPA 70E categorizes arc hazards into four risk levels (0 to 4), with higher numbers indicating greater danger. For instance, a risk level 4 classification corresponds to a minimum energy exposure of 4 cal/cm². To ensure full protection from arc flash incidents, workers must wear thermal protective clothing certified by NFPA with an ATPV rating equal to or exceeding the required level.

Another important factor in arc protective clothing is the HAF grade, which stands for Heat Attenuation Factor. This metric indicates how effectively the fabric can block heat transfer, providing an additional layer of protection during high-energy arc events.
