The National Energy Administration has stated clearly that wind farms that have not been approved for construction without approval according to the prescribed procedures and conditions cannot enjoy the national price subsidies for renewable energy development, and grid companies do not accept their grid-connected operations.

According to statistics, during the “Eleventh Five-Year Plan” period, China’s wind power installed capacity has doubled in five consecutive years, reaching 44.733 million kilowatts by the end of 2010, surpassing the United States to become the world’s largest.

Lin Boqiang, director of the Energy Research Center at Xiamen University, told the reporter: “The measures of the National Energy Administration are mainly to control the scale of wind power and prevent local governments from arbitrarily developing wind power projects in order to promote the healthy development of the wind power industry.”

Some analysts pointed out that although the wind power market is in the development stage, the market prospects are promising for a long time, but the National Energy Administration has tightened the approval power of wind power, and is also to solve the problem of heavy construction, heavy scale, light quality and light management in the development of wind power.

Zhou Hongyu, a researcher at the Northeast Securities Research Institute, said that local governments have some blindness in developing wind power projects in the name of "low-carbon economy." “At present, the cost calculation of wind power does not take into account the costs incurred in the online link. Considering the cost of the power grid, the more it develops later, the higher the cost it will generate in the process of access to the Internet. With cost constraints, China’s energy structure will become a new energy source. The direction adjustment will be a very slow process,” Lin Boqiang said.
